Chairman and CEO of the Philippine Amusement and Gaming Corp. (PAGCOR), Alejandro Tengco has revealed that the company wants to take private control of the country’s casino sector. He announced that the company is shifting into a purely self-acting status. 

During his tenure as CEO, Tengco said that the company planned to sell its casino section to a third party to expand the power of the board and to produce more casino gaming projects. He announced his plans at the start of the ASEAN Gaming Summit held at the Marriott Manila Hotel.

Since Tengco was appointed CEO of PAGCOR in August 2022, the company’s board of directors have been open to talks about shifting to private control to further improve PH’s online casino gaming market. In 2023, the company noted the projects scheduled all year long would profit gaming market partners and uphold smart gaming in the country.

Tengco targeted the growth of official frameworks for online poker services and slot machine upgrades, much like online updates on the Mines casino game. He is also focused on clearing old casino gaming equipment and creating new legal manuals for casino gaming.

‘Right now, our legal group have already finished projects like updating the suppliers’ licensing manual in the hopes to improve what we still can improve on. Our company has also started applying rules and guidelines for grounds and cause, as well as crafting gaming license rules’, stated Tengco.

Tengco said that the Philippine Offshore Gaming Operators (POGO) changed their rules for online casino gambling in 2022 when the issue became a topic of state debate. He said that more effort was put into monitoring to make sure that the law was followed. 

By using the POGO concept, gaming companies in the PH can transmit PAGCOR-licensed online casino gaming to nations like China, where the industry is not legal. Despite the fact that the practice has been legal in the country since 2016, there are still many unlicensed gaming services in the sector. 

While accepting past failures in enforcement, Tengco noted recent partnerships with other agencies to update the concord that governs the country’s efforts to crack down on illegal gambling. 

India to regulate online casinos

To address the issue of online casino gaming, India’s Ministry of Electronics and IT updated its Information Technology Rules. These rules include making a deposit with the assurance of earning winnings which refers to any online casino games. Per the rule, the Indian council has the power to include more games under the rules if needed.

The changes underline the value of ensuring that any online game provided does not break any relevant laws, such as those that ban gambling on a statewide basis. The reforms would permit the formation of ‘self-acting bodies’, made up of online gaming companies. This is to define rules for online casino gaming rather than forming a government director.

In this law, a person who represents online game players such as a public policy expert chosen by the Indian council must serve on the board of such a company. These councils are also supposed to design a framework of laws with a view to ensure the safety of users against harm such as addiction and avoid financial crimes.

Members must develop a complaints procedure for their services and games like the Mines casino game. Online casino services should also have an Indian point of contact, and verify the names of their users. The central council may direct it to take on measures to rectify the defiance if unaided companies fail to develop enough standards. Then, if needed, it could revoke the company’s legal status.
